It is the Schutz-Marke - the 'protection brand' or trademark of the Züllchower Anstalten in Züllchow (ZAZ). It was, presumably, on everything made by or published at the Institutes, directed by Gustav Jahn and then our grandparents' Uncle Fritz. And this one comes from the 1929-30 Weihnachtskrippen und Spiele Verzeichnis (Christmas Cribs and Games Catalog)!
